Robert McGowen


Robert currently serves as the Administrator of Public Safety for Benton County, Arkansas. He is responsible for all aspects of Benton County Public Safety including Emergency Management, 911 Operations, 911 Administration, Fire Services, Juvenile Detention, and Search & Rescue.

Prior to his current position, Robert was Director of Emergency Management and 911 with Saline County for 19 months. Before that, Robert worked for Benton County for 5 years as the Director of Emergency Management. Robert served in law enforcement for seven years prior to that. In law enforcement, Robert worked for the Washington County Sheriff’s Department, Farmington Police Department, and the Department of Public Safety at Arkansas Tech University.

Robert holds an AAS in Criminal Justice from Northwest Arkansas Community College, a BS in Emergency Management and Administration, and a MS in Emergency Management and Homeland Security, both from Arkansas Tech University.

He is a Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM). Additionally, Robert currently serves as the Treasurer of the Arkansas Emergency Management Association (AEMA).
